Nigeria doesn't have a fixed duty calculation process, and customs officials can impose any rates they wish at their discretion. For example, recently, a friend imported some agricultural products into the country. The total value of the items, including the shipping cost, was $6000. By international standards and according to Nigeria's official custom policy, you would pay duties based on the value of the contents in the container. 

Shockingly the Nigeria customs service upgraded the cost from $6000 to $70000, calculated duties based on $70000 and asked him to pay a total of $3300 to the Nigeria customs services. Again, no window for appeals, and the decision was final. My friend was distressed and thought of abandoning the container there.

The $3300 is only part of what you have to pay, and you would have to pay shipping fees(even though you have paid to ship it to Nigeria), terminal fees, storage fees, and so many other agency fees. In the end, my friend spent $5400 to clear items worth only $6000. 

High custom costs associated with importing goods to Nigeria can present various challenges, making it less appealing for individuals and businesses to import products. Given these challenges, businesses and individuals considering importing goods to Nigeria should carefully evaluate the costs, risks, and potential benefits before proceeding.
